Trump says Putin wants full control over all of Donbas

U.S. President Donald Trump has conveyed to Ukrainian leader Volodymyr Zelenskyy that Russian President Vladimir Putin is holding firm on his territorial demands, Bloomberg reported on Aug. 16. According to sources cited by the outlet, Putin continues to insist that the entire Donbas region be ceded to Russia. Trump, however, stressed that decisions over territory ultimately rest with Kyiv.

Bloomberg also noted that Moscow may be prepared to scale back its claims in areas of Zaporizhzhya and Kherson it does not currently occupy, a move that would effectively freeze the conflict along the existing front lines.

Sources told Bloomberg that Trump is pressing for a swift peace settlement rather than a temporary truce.

Zelenskyy, for his part, has warned that Russia is preparing to ramp up military pressure on Ukrainian positions in a bid to strengthen its bargaining hand in future talks.

High-level U.S.–Russia negotiations were held on Aug. 15 in a “three-on-three” format that stretched close to three hours. The American side was represented by Trump, Secretary of State Marco Rubio, and special envoy Steve Witkoff, while Russia was represented by Putin, Foreign Minister Sergey Lavrov, and presidential aide Yuri Ushakov.

Following the meeting, both presidents delivered short statements. Trump described the exchange as “productive,” but acknowledged that key disagreements remain unresolved. No agreement on Ukraine was reached, though the subject was central to the talks. “Ukraine will have to agree to it,” Trump said, without specifying what exactly “it” referred to.

Putin, meanwhile, reiterated familiar talking points, describing Russia and Ukraine as “brotherly nations,” referencing the “root causes” of the conflict, and asserting a purported “desire” for peace. He suggested that his meeting with Trump could help pave the way toward a resolution and offered general support for the notion of security guarantees for Ukraine.

On Aug. 16, Trump spoke by phone with Zelenskyy and European leaders, emphasizing that all sides agreed any resolution must result in a full peace agreement rather than a temporary ceasefire.

Trump and Zelenskyy are scheduled to meet at the White House on Aug. 18, with the possibility of a subsequent meeting between Ukrainian and Russian leaders.
