‘Royalties received from climbing mountains up to seven thousand meters should be given to the province’

Makawanpur, 18th January: The fifth meeting of the Bagmati Province Coordination Council has taken 23 different decisions and decided to send them to the National Coordination Council. The meeting, which began in the capital Hetauda on Thursday, took seven decisions to send to the council and 16 to be implemented by the province.

The meeting decided to recommend to the National Coordination Council the matters such as the arrangement for tree felling after IEE and EIA, the ownership of the ropeway should be given to the province, etc. The meeting decided to recommend to the National Coordination Council the decision to pass the Electricity Bill soon and provide a budget for the reconstruction of the disaster-affected areas.

It has decided to make special legal provisions for the reconstruction of heritage sites of archaeological importance by amending the Public Procurement Act and has recommended that the province be given the right to license and royalty for mountain climbing between 6,000 and 7,000 meters.

Similarly, the meeting has decided to establish and operate an information system in coordination with the National Library for the registration and management of personal information systems of employees working in Bagmati Province and local levels. The council meeting has been organized in accordance with the provisions of Section 24 (1) of the Federal, Provincial and Local Levels Act, 2077.

The meeting, which began on Thursday under the chairmanship of Chief Minister Bahadur Singh Lama, was attended by provincial government ministers, local people’s representatives, and District Coordination Committee Chief Lalit Ghalan.

Secretary to the Office of the Chief Minister and Council of Ministers, Bed Prasad Bhandari, presented a working paper on provincial and local level personnel management, Secretary to the Ministry of Internal Affairs and Law, Purna Bahadur Darji, presented a working paper on disaster management and its challenges, and Secretary to the Ministry of Economic Affairs and Planning, Krishna Mainali, presented a working paper on intergovernmental financial transfer and revenue sharing.

During the discussion on the working paper, Karna Bahadur Magar, President of the Bagmati Province of the Rural Municipality Federation, drew the government’s attention to making the Provincial Public Service Commission and the Good Governance Center active. Similarly, Chameli Gurung, Vice-Chairperson of Uttargaya Rural Municipality of Rasuwa, emphasized the need to conduct capacity building training for people’s representatives.

Deepak Prasad Gautam, Chief of the District Coordination Committee, Kavre, said that dojre development should be discouraged. He was of the opinion that work is being done to exploit nature in the name of internal resources. Ramechhap Municipality Mayor Lavashree Neupane emphasized that the problems seen in the construction of physical infrastructure should be solved in the long term.

The council meets to facilitate the sharing of power between the three levels of government, coordination and cooperation in development, lawmaking, and resolution of disputes through dialogue. Earlier, the first meeting was held in Bagmati Province on 2075 Jestha 7 and 8(21/22 May 2018), 2076 Jestha 29 and 30(12/13 Jun 2019), 2077 Chaitra 12(25 Mar 2021) and 2081 Jestha 10(23 May 2024).
