Memorandum Submitted to Education Minister Demanding NOC Office in South Korea

Kathmandu, 13 May: A demand has been made to reopen the issuance of No Objection Certificates (NOC) for Nepali students aspiring to study in South Korea, which was previously suspended. Organizations involved in the educational consultancy sector submitted a memorandum to Minister for Education, Science, and Technology Raghujie Pant, urging the resumption of NOC services.

Representatives from ECAN (Educational Consultancy Association of Nepal), the federation, and its affiliated associations met with Minister Pant to hand over the memorandum. The Ministry of Education had halted NOC issuance, citing various problems reportedly faced by Nepali students in South Korea.

The suspension was implemented following a recommendation from the Nepali Embassy in South Korea, conveyed through the Ministry of Foreign Affairs, which stated that students were facing numerous difficulties. As a result, the government paused NOC issuance for two months.

However, the federation expressed dissatisfaction with the blanket suspension, arguing that individual wrongdoers should be punished, rather than stopping the NOC service entirely. ECAN General Secretary Dipakraj Bhusal criticized the decision, stating that instead of penalizing the specific consultancies responsible for the students’ troubles, the authorities chose to shut down the whole process.

In response, Minister Pant stated that a task force has been formed to study the issue, and a decision will be made based on the findings of the report.

Last year, a total of 6,889 Nepali students obtained NOCs to study in South Korea.

The notice specifically mentions the suspension of NOC for students traveling to South Korea on D-2 and D-4 visas for academic purposes.
