Birthday party held at DSP’s residence with rape case accused; investigation begins

Kathmandu, 25 June: The Nepal Police Headquarters has initiated an investigation into the controversial party held at the official residence of DSP Jitendra Kumar Basnet in Saptari.

Following the directive of Inspector General of Police (IGP) Deepak Thapa, the Madhesh Province Police Office has formed an investigation committee to uncover the facts related to the incident.

According to the Madhesh Province Police Office, the committee, led by Superintendent of Police (SP) Narayan Ranjitkar, will investigate the matter and submit its report as soon as possible.

The committee will conduct a detailed investigation into the purpose of organizing the party, the individuals who participated, and whether any actions contrary to police conduct took place.

The issue was also raised in the Parliamentary Committee on State Affairs and Good Governance. After the committee’s chairperson, Ramhari Khatiwada, demanded an explanation from IGP Thapa, he informed that he had immediately instructed the DIG of Madhesh Province to carry out an investigation.

IGP Thapa stated, “A photo has surfaced showing an inspector’s birthday being celebrated at the DSP’s quarters. Although this incident took place some time ago, it became public today. We have taken note of it and have already initiated an investigation.”

On the second day after being acquitted in a rape case, Akash from Rajbiraj Municipality–6 was seen with Police Inspector Manish Shrestha, who had been appointed as the lead investigating officer. A birthday party was organized at DSP Basnet’s quarters, reportedly to celebrate Inspector Shrestha’s birthday.

Although the incident took place about a month ago, it came to light only recently, prompting the initiation of an investigation.

Conclusion:

The organization of a birthday party at the official residence of DSP Jitendra Kumar Basnet—attended by an individual recently acquitted in a rape case and the investigating officer himself—has raised serious concerns about police conduct and ethics. Although the incident occurred a month ago, it only became public recently, triggering a formal investigation. Following directives from the Inspector General of Police and pressure from the Parliamentary Committee on State Affairs and Good Governance, a probe committee has been formed to uncover the truth behind the gathering, assess the roles of those involved, and determine whether any breach of professional conduct took place. The outcome of this investigation will be crucial in maintaining public trust and ensuring accountability within the police force.
