Kathmandu, 26 March: The investigation commission formed to probe the human casualties and security lapses during the protests organized by the “Gen Z” youth group in the New Baneshwor Parliament building area on Bhadra 23 and 24 has submitted its report, recommending action against various individuals.
The commission has held several high-level officials—ranging from the then Prime Minister and Home Minister to senior security officials—responsible, and has recommended legal action against them. In particular, the commission found then Prime Minister KP Sharma Oli and Home Minister Ramesh Lekhak guilty of “criminal negligence” and evading responsibility. The report states that despite four hours of gunfire, no effective steps were taken to control the situation, resulting in serious human rights violations.
The commission has identified Oli and Lekhak, along with then Inspector General of Police Chandrakuber Khapung, as primarily responsible and recommended action under the National Penal Code for “negligent conduct.”
