Kathmandu, 2 April: The Secondary Education Examination (SEE) is starting from today. The Office of the Controller of Examinations (Grade 10), under the National Examination Board, is conducting the exam simultaneously across the country as in previous years.
According to Examination Controller Tuka Raj Adhikari, the SEE exams will begin at 8:00 AM from designated exam centers nationwide at the same time.
This year, a total of 512,421 students are participating in the SEE, which will conclude on Chaitra 29. Among them, 441,566 are regular students and 70,855 are appearing for grade improvement.
The number of female students is higher. A total of 257,613 female students, 254,801 male students, and 7 others are taking part in the exam. Additionally, 23 students will appear from a center in Japan. On the first day today, the compulsory English exam will be conducted. Likewise, compulsory Nepali will be held on Chaitra 20, compulsory Mathematics on the 22nd, Science and Technology on the 23rd, Social Studies on the 24th, all subjects of the first optional group on the 25th, all subjects of the second optional group on the 26th, and the remaining technical stream subjects on Chaitra 27, 28, and 29.
The National Examination Board has decided that answer sheets will be checked from the respective examination centers. A total of 1,966 exam centers have been designated across the country, and students from 11,379 secondary schools are participating.
For exam security, each center will have 15 police personnel, one center chief, one assistant chief, one invigilator for every 20 students, one office assistant for every 100 students, and two additional staff members.
Answer sheets to be evaluated within three days
This year, there is a plan to complete the evaluation within a maximum of three days after the exam concludes. A new system has been introduced where mark sheets will be printed, uploaded to a tab, sealed in envelopes, and securely submitted to the Education Development and Coordination Unit within three days.
The answer sheets received at the center will be recorded in a prescribed format and kept in packets. After that, they must be sealed, labeled with the exam center and subject, and sent to the Office of the Controller of Examinations (Grade 10).
According to the SEE Management and Answer Sheet Evaluation Directive, 2082, examiners must arrive at the evaluation centers by the time the exam ends. Examiners and moderators must be assigned in such a way that they do not evaluate answer sheets from their own schools. There is also a provision to publish results at the provincial level.
Examiners and moderators are required to stay at the evaluation center while marking answer sheets. As far as possible, evaluation and moderation must take place in secure rooms equipped with CCTV cameras. Measures have been put in place to prevent irregularities such as taking answer sheets outside the center, unauthorized individuals evaluating them, unqualified teachers conducting evaluations, or loss/mixing of answer sheets.
The directive states that examiners and moderators are not allowed to bring mobile phones or electronic devices into the evaluation room.
They will receive the answer sheets on the same day of the exam. If negligence is found in evaluation, re-evaluation may be ordered depending on the severity, remuneration may be deducted, or the examiner may be removed from the list. Any misconduct will be subject to departmental action as per prevailing laws.
Ban on group monitoring
This year, group monitoring of the SEE exams has been prohibited. This decision was made after complaints that the presence of representatives from various organizations during monitoring disturbed students while writing their exams. For monitoring purposes, a committee has been formed in each district under the coordination of the Chief District Officer.
The authorities aim to conduct the examination in a transparent, organized manner and to publish results quickly by streamlining the answer sheet evaluation process.
